David Cochran has always been interested in processing of both large and small scale systems, from political structural work to updated medical records for the patients. His expertise on internal working of health care system has been reflected from his career graph that has taken him from Massachusetts to Vermont, as president and CEO of Vermont Information Technology Leaders Inc. VITL, Montpelier, is a non profit organisation that receives funds from state and fedral to operate Vermont’s health information exchange network and to work with initiatives including the National Health Information Network of the federal office of the National Coordinator for Health Information Technology, the national eHealth Initiative and the Vermont Department of Health’s Blueprint for Health initiative.

Cochran would be working with physicians practices to aid them in implementation of electronic health record system and to update them on subject of sharing clinical data on the secure health information exchange network. Before joining VITL, Cochran served as the senior vice president for strategic development with Harvard Pilgrim Health Care. In this position, he led physician teams in developing and implementing clinical guidelines to include health screening guidelines in health plans.
