Patna has linked more than 1.13 crore electronic health records under the Ayushman Bharat Digital Mission (ABDM), the highest of any district in Bihar, according to district-wise figures reported by Patna Press on 3 November 2026. Muzaffarpur and Saran follow, as the record-linking drive runs across all 38 districts of the state.

The figures were reported a day before news of the Health Department’s plan for an AI call centre to book government hospital OPD slots, together showing how Bihar is building both the patient-facing and the data layers of its public health system.
Patna ABDM health records lead the state
According to the reported figures, Patna has linked 1,13,31,390 health records, nearly three times the count of the next district. The leading districts are:

- Patna: 1.13 crore records
- Muzaffarpur: 39.83 lakh records
- Saran: 35.05 lakh records
- Rohtas: about 34.69 lakh records
- Bhagalpur: more than 34.08 lakh records
East Champaran, Madhubani, Gaya, Samastipur and Vaishali have each crossed 31 lakh linked records, while Siwan, Sitamarhi and Nalanda have each passed 25 lakh. Darbhanga, Begusarai and Gopalganj have also reported progress.
What linked health records mean for patients
Under ABDM, a patient’s prescriptions, diagnostic reports and treatment documents are linked to their Ayushman Bharat Health Account (ABHA), so they can be shared digitally with a doctor or hospital. Access depends on the patient’s consent, and only authorised healthcare professionals can view the records.
For patients, this means they may no longer need to carry paper files from earlier visits, especially when they are treated at different hospitals or move between cities. Doctors can also see earlier test results and decide whether a test really needs to be repeated, although they will still order fresh tests when a patient’s current condition calls for it.
Why it matters for Bihar’s digital health push
Nationally, India crossed 100 crore health records linked to ABHA in June 2026, and the National Health Authority is now moving citizens from the ABHA app to Aarogya Setu 2.0, as covered in our report on the ABHA app being discontinued. Details of the mission are available on the official ABDM website.
Other states are digitising their public hospitals too. Tripura has brought its government hospitals onto a unified IHMIS for paperless care. For Bihar, the gap between Patna and the other districts shows the next task: raising record linking in smaller districts, and making sure the records stay accurate and useful when patients reach a doctor.
Key takeaways
- Patna has linked 1.13 crore health records under ABDM, the most in Bihar.
- Muzaffarpur (39.83 lakh) and Saran (35.05 lakh) rank second and third.
- Linked records are shared only with patient consent and authorised access.
