Kerala State Budget 2025-26

The Kerala state government’s latest budget for 2025-26 has allocated a substantial Rs 10,431 crore for the healthcare sector, marking a significant commitment to enhancing medical infrastructure and public health services. While the focus is on expanding physical infrastructure and strengthening healthcare delivery, there are concerns regarding the persistent shortage of medical staff, including doctors, which continues to impact the state’s health ecosystem.

Key Budget Allocations for Healthcare


  • Karunya Arogya Suraksha Padhathi: One of the prominent announcements is the Rs 700 crore allocation for the Karunya Arogya Suraksha Padhathi (KASP), a health insurance initiative aimed at providing comprehensive medical treatment to low-income families. The initiative aims to ensure access to quality healthcare for the underprivileged sections of society, enhancing the government’s effort to make healthcare more inclusive.
  • Overall Health Sector Outlay: The total outlay for medical and public health services has been raised to Rs 2,915.49 crore for 2025-26, marking an increase of Rs 97.96 crore from the previous year’s budget. This hike reflects the state’s ongoing focus on improving health outcomes through infrastructural developments and operational improvements.

Expansion of Healthcare Infrastructure: Medical Facilities and Services

  • Pain and Palliative Care: Rs 5.4 crore has been earmarked for pain and palliative care services, with Rs 1 crore allocated to establish a palliative care grid to serve patients with chronic illnesses.
  • Dialysis Units: A sum of Rs 13.98 crore has been allocated to set up 105 dialysis units across the state’s hospitals. These units will be distributed among district and general hospitals, with a focus on filling the gaps in healthcare facilities, particularly in underserved areas.
  • Cath Labs and Stroke Units: The Kerala government is investing Rs 45 crore to establish cath labs at the Alappuzha, Kozhikode, and Ernakulam medical colleges. This initiative aims to address the urgent need for early intervention in heart attack and stroke cases, significantly improving patient outcomes. Additionally, stroke units will be set up in district-level hospitals, aligning with the government’s strategy to offer timely treatments for critical conditions.
  • Advanced Life Support Ambulances: An allocation of Rs 80 crore has been earmarked for operating 335 advanced life support ambulances under the Kerala Emergency Medical Services Project. This move is expected to bolster the state’s emergency response system, ensuring that patients in critical conditions receive immediate and effective care during transport.

Focus on Preventive Healthcare


  • Lifestyle Disease Prevention: With lifestyle diseases like diabetes and hypertension on the rise, the state has allocated Rs 12 crore for preventive measures aimed at curbing these health challenges. The funds will be used to implement public awareness campaigns and health screening programs targeting at-risk populations.
  • Women’s Health Initiatives: The budget also includes provisions for setting up infertility clinics and modern laboratories in women and children’s hospitals across the state. Rs 8 crore has been set aside for this initiative, which is expected to improve diagnostic and treatment services for reproductive health.

Innovation and Technology Investments

  • Digital Science Park and AI Development: In a significant push toward integrating technology into healthcare, the Kerala government has allocated Rs 212 crore for the establishment of a Digital Science Park. This initiative aims to foster innovation and promote digital health solutions. Additionally, Rs 10 crore will be invested in Artificial Intelligence (AI) development, a move that aligns with global trends in healthcare technology, offering the potential for improved diagnosis, treatment, and personalized care.
  • Health Tourism: Kerala has long been a popular destination for medical tourism, and the state is further strengthening this sector with a Rs 50 crore allocation for Health Tourism initiatives. This funding aims to enhance the state’s healthcare infrastructure, promote Kerala as a global health tourism hub, and attract international patients seeking high-quality medical services at competitive costs.
