Cloud computing services from BSNL, one of India’s largest telecommunications companies, together with Dimension Data, have been chosen to host India’s National Health Portal using Public Compute-as-a-Service (CaaS).
The National Health Portal is funded by the Ministry of Health and Family Welfare, Government of India and is being developed by the Center of Health Informatics, National Institute of Health & Family Welfare to promote health literacy. In a country as vast and diverse as India, the aim of the portal is to achieve the herculean task of being a single point of access to public health informatics including conceptualisation, design, development, deployment, refinement, maintenance and evaluation of information systems relevant to public health.
The dissemination of this information in consumable formats is arguably the most challenging aspect and can significantly contribute to decreasing the burden of disease in the country. “Access to health information is one of the foremost rights of humankind. Inadequate or poor health information can increase the risk of hospitalisation or even disease burden. Medical information that is not tailored for consumers can be confusing and deciphering this can be difficult. Therefore, availability of reliable, high quality health information is important for the promotion of health among the population,” said Prof. Suptendra Nath Sarbhadhikari, Project Director, Center for Health Informatics.
Keeping in mind the magnitude of the project and the multiple stakeholder needs, the portal was conceptualized with the intent of leveraging cloud computing right from the start. Data sovereignty, a high uptime SLA guarantee, and the need for elasticity and self-service management were all critical in choosing the combination of BSNL IDC and Dimension Data as the cloud services provider.
“Being a Government of India enterprise, we understand the needs of Ministries and Government departments. Our IDC and Cloud Services are targeted at providing a secure and efficient IT platform for the use of Government departments with minimal upfront investment and a pay-as-you-go model. These complement our traditional offerings of network connectivity and mobile access to offer the full suite of communications and IT services to our clients. Our reach to even the most remote areas in India will be a phenomenal advantage to an initiative like the National Health Portal,” assured RK Upadhyay, Chairman and MD, BSNL.
Dimension Data’s cloud services have recently been recognised as one of the top 15 Cloud IaaSofferings in the world by Gartner-estimated market share for the relevant segments (public and standardized private cloud IaaS, excluding small deployments of one or two VMs).¹Dimension Data has also been named Best Infrastructure-as-a-Service (IaaS) provider by Asia Cloud Awards’ Vendors to Watch 2013 for its Public Compute-as-a-Service offerings.
“We commend the Center for Health Informatics for its vision and cognizance to leverage cloud computing right from the planning stages. Our globally benchmarked, high-performance Cloud Services combined with world-class security architecture are ideal for the planned workloads. Being based right here in India, our services ensure data sovereignty requirements are complied with as well. We are excited about enabling the National Health Portal to serve as the definitive source of health information in India,” said Kiran Bhagwanani, Chief Executive Officer, Dimension Data India.
