ICMR and AYUSH Ministry

A Memorandum of Agreement (MoA) was signed today between the Ministry of AYUSH and the Indian Council of Medical Research (ICMR), which is part of the Health Ministry, for collaboration and cooperation in health research in the area of Integrated Medicine. This is a significant accomplishment that shows how the country’s health infrastructure is strengthening and there is strong momentum to integrate and mainstream AYUSH. The MoA was signed by Dr. Rajiv Bahl, Secretary DHR & DG, ICMR and Vaidya Shri Rajesh Kotecha, Secretary, Ministry of AYUSH, in the presence of Dr. Mansukh Mandaviya, Union Minister of Health & Family Welfare, Dr. Sarbananda Sonowal, Union Minister of AYUSH, Dr. Bharati Pravin Pawar, Minister of State (HFW), and Dr. V.K Paul, member (Health), Niti Ayog.

In order to expand research capacity and explore areas of convergence and synergy between the two organisations, the MoA calls for cooperation and collaboration between the Ministry of AYUSH and ICMR. The MOA also contemplates investigating the possibility of working on public health research initiatives with M/o Ayush and ICMR to address diseases of national importance. The agreement struck today includes efforts to undertake high-quality clinical trials together on designated areas/disease problems of national concern with promising remedies of the Ayush system to produce evidence for wider acceptability. A collaborative working group between the Ministries of AYUSH and ICMR will be established, and it will meet once a quarter to discuss potential future areas of cooperation and work on deliverables.


Both the institutions shall develop and carry out combined research projects and programmes, permit shared oversight of the aforementioned activities, and jointly plan and organise conferences, workshops, and seminars with the active involvement of researchers with an interest in the field of integrative healthcare. In addition, as part of the collaboration, scholars/trainees/researchers/faculties of the organisations will have access to advanced instrumentation systems, and other infrastructural facilities as per the prevailing rules and regulation of the organisations for the duration of the visit/joint research project/program. In order to facilitate scientific validation of AYUSH systems by other nations and to give proof for them, both parties must seek to create or renew their mutual cooperation.

Commending the initiative undertaken by AYUSH Ministry, Dr. Mandaviya said “combining traditional knowledge with modern research & innovation, the MoA signed between the two institutions will boost Ayurveda to further build its identity on the basis of scientific evidence.” Lauding the agreement, the Health Minister further stated that “this partnership will have a significant contribution in the development and reach of Integrated Medicine.”

The Health Minister further stated “this collaboration will promote high impact integrative research to generate evidence in priority areas of national importance in healthcare utilizing modern scientific methods. Joint efforts will be in place to conduct high-quality clinical trials on identified areas/disease conditions of national importance with promising integrative therapies to generate evidence for wider acceptance.”


AYUSH Minister Shri Sarbananda Sonowal said “this agreement will serve to expedite and broaden this momentum, further strengthening evidence-based research capacities”.
