This monumental step, realized through a formalized Memorandum of Understanding (MoU) between the National Health Authority (NHA) and the Ministry of Social Justice and Empowerment (MoSJE), underscores the nation’s commitment to ensuring equitable healthcare access for all citizens, regardless of gender identity or socio-economic status.

Incorporating Transgender Community into PM-JAY:


The inclusion of the transgender community into PM-JAY signifies a paradigm shift towards comprehensive healthcare coverage. Under this scheme, transgender individuals are now eligible to avail themselves of healthcare benefits, encompassing a wide array of medical services. PM-JAY provides a robust health cover of up to Rs. 5 lakhs per family per year for secondary and tertiary care hospitalization, benefiting approximately 12 Crore economically disadvantaged families across the nation. As of November 30, 2023, a total of 761 hospital admissions for transgender beneficiaries have been authorized under PM-JAY, amounting to an allocation of Rs. 1.12 Crores. Specialized Healthcare Initiatives for Transgender Individuals:

Transgender individuals registered on the National Portal for Transgender Persons are entitled to free healthcare facilities at any of the AB PM-JAY empaneled hospitals, ensuring seamless access to essential medical services. Additionally, the National AIDS Control Programme identifies transgender individuals as a High-Risk Group (HRG) for HIV acquisition, thereby providing targeted services for HIV prevention, treatment, and care, further bolstering their healthcare outcomes.

Integration of Mental Health Services:

In alignment with efforts to provide holistic healthcare, mental health services have been integrated into the healthcare package offered by Comprehensive Primary Health Care and Ayushman Bharat Health and Wellness Centres (AB-HWC) Scheme. Furthermore, the recent launch of the “National Tele Mental Health Programme” (NTMHP) aims to enhance access to quality mental health counseling and care services, benefitting eligible individuals, including the transgender community, thereby addressing a critical aspect of their overall well-being.

Eligibility Criteria and Coverage:

Eligibility for PM-JAY benefits is determined through meticulous criteria, encompassing various dimensions of deprivation and occupational factors. In rural areas, deprivation criteria include housing conditions, absence of adult members, and disability status, ensuring coverage for the most vulnerable households. In urban settings, occupational criteria extend to various professions, encompassing individuals engaged in occupations vulnerable to economic instability, ensuring comprehensive coverage across diverse socio-economic strata.
