It is expected by the Centers for Medicare and Medicaid Services (CMS) that physicians are required to provide electronic patient-to-provider communications as a condition of qualifying for Electronic Health Record incentive payments authorized by the American Recovery and Reinvestment Act (ARRA) of 2009.
