Manoj Joshi, IAS

Senior Indian Administrative Service (IAS) officer, Manoj Joshi, has assumed charge as the Secretary of the Department of Pharmaceuticals (DoP) under the Ministry of Chemicals and Fertilisers, following approval by the Appointments Committee of the Cabinet (ACC).

A 1989-batch IAS officer of the Kerala cadre, Joshi, joins the Department of Pharmaceuticals after serving as Secretary, Department of Land Resources in the Ministry of Rural Development. He succeeds Amit Aggarwal, who has been appointed as the Secretary of the Department of Telecommunications.

Joshi’s appointment comes at a crucial moment for India’s pharmaceutical ecosystem, which is undergoing significant transformation driven by regulatory evolution, capacity expansion, and a renewed emphasis on research-led growth. As Secretary, he will be responsible for steering policy initiatives focused on strengthening domestic pharmaceutical and medical device manufacturing, enhancing ease of doing business, and reinforcing India’s position as a global pharma and medtech hub.

The Department of Pharmaceuticals plays a critical role in designing and implementing flagship schemes aimed at innovation promotion, quality compliance, and investment facilitation across the pharma and medtech value chain. Key priorities include supply chain resilience, manufacturing self-reliance, and alignment with global quality and regulatory standards.

Joshi’s leadership trajectory gains added significance against the backdrop of the India Pharma Expo 2026, scheduled for 23–25 April 2026 at the HITEX Exhibition Centre in Hyderabad, organised by Elets Technomedia with eHealth as a knowledge partner.
