Central Government Health Scheme

All Central Government Health Scheme (CGHS) beneficiaries, including serving and retired individuals, will now have access to cashless treatment at six AIIMS locations. The Memorandum of Agreement was signed between these AIIMS institutions and CGHS, under the Union Health Ministry’s supervision, with the presence of Shri Rajesh Bhushan, the Union Health Secretary. This decision marks a significant development in healthcare services. The AIIMS locations where cashless treatment facilities will be available are Bhopal, Bhubaneswar, Patna, Jodhpur, Raipur, and Rishikesh.

The CGHS beneficiaries will have access to the patient care services offered by 6 fully operational AIIMS in Bhopal, Bhubaneswar, Patna, Jodhpur, Raipur, and Rishikesh on a cashless basis. Senior citizens (CGHS retired pensioner beneficiaries) who find it challenging to submit individual reimbursement claims and obtain follow-up approvals will particularly benefit from it. The CGHS beneficiaries will benefit from having access to cutting-edge treatment facilities at these AIIMS without having to worry about paying beforehand and then requesting reimbursement from CGHS. This approach will reduce paperwork, save time, and prevent delays in the resolution of individual claims. Until now, CGHS elderly recipients who sought treatment at AIIMS had to pay upfront before requesting reimbursement from CGHS.


The key features of this initiative are as follows:

  1. Cashless treatment: CGHS pensioners and other eligible categories of CGHS beneficiaries will have access to cashless treatment for outpatient department (OPD), investigations, and inpatient care at the six AIIMS locations.

2. Credit bill system: The six AIIMS institutions will generate credit bills for CGHS pensioners and other eligible beneficiaries, which will be sent to CGHS. CGHS will strive to make the payment within 30 days of receiving the bills.

3. Valid CGHS Beneficiary ID Card: Admission to AIIMS for CGHS beneficiaries will only be granted upon presentation of a valid CGHS Beneficiary ID Card.


4. Help Desk and Accounting System: AIIMS will establish a dedicated Help Desk and a separate accounting system specifically for CGHS beneficiaries.

5. Medicines collection: Beneficiaries will obtain medicines prescribed by AIIMS doctors for OPD treatment or upon discharge through CGHS.

The Health Secretary commended this initiative, emphasizing the importance of CGHS in providing medical services to existing and retired employees. He expressed the government’s commitment to expanding the network of hospitals under CGHS to meet the growing healthcare needs of patients. Furthermore, he mentioned that AIIMS institutions in New Delhi, Post Graduate Institute of Medical Education & Research Chandigarh, and Jawaharlal Institute of Postgraduate Medical Education and Research, Puducherry will be included in this agreement in the near future.

Shri Rajesh Bhushan highlighted the benefits of this agreement, which will streamline procedures and facilitate access to medical care. He noted that it will also enhance the reach of CGHS services across the nation by allowing beneficiaries to avail of CGHS facilities at AIIMS institutions in their respective states. Additionally, certain treatment and medical care rates under CGHS have been revised to improve access to treatment facilities for patients.

CGHS beneficiaries are referred to government hospitals and private hospitals empaneled under CGHS for inpatient care. Cashless facilities are available to CGHS pensioners and other eligible beneficiaries at empaneled hospitals. CGHS provides comprehensive healthcare, including both OPD and IPD services, to Central Government employees, pensioners, their dependent family members, Hon’ble Members of Parliament, ex-MPs, and other beneficiary categories. CGHS is currently operational in 79 cities across the country.

Under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 22 new AIIMS have been established throughout the country, offering various medical specialties, super specialties, and specialized patient care services such as cardiology, neurology, gastroenterology, urology, oncology, and more. These institutes also provide trauma and emergency care services, advanced diagnostic facilities, and blood bank services.
