
The Ex-Servicemen Contributory Health Scheme (ECHS) has launched the Electronic Services e-Health Assistance and Tele-consultation (E-SeHAT) module, a groundbreaking initiative aimed at providing comprehensive healthcare services to veterans and their dependents. The pilot project was inaugurated at 12 ECHS Polyclinics across the country, including remote locations such as Baramulla, Imphal, Churachandpur, Dimapur, and Aizawal, alongside seven polyclinics in Delhi NCR (Shakurbasti, Timarpur, Faridabad, Palwal, Khanpur, East Delhi, and Hindon). This initiative marks a significant step towards digital healthcare transformation under the Digital India vision, promoting digital inclusivity and efficiency in public services.
The E-SeHAT module enables ECHS beneficiaries to access medical consultations from their homes, eliminating the need to visit ECHS Polyclinics physically. This service offers video-based clinical consultations, adhering to the telemedicine practice guidelines issued by the Ministry of Health and Family Welfare in March 2020, in consultation with NITI Aayog. The project includes the provision of IT hardware and equipment to all 427 ECHS Polyclinics across India, ensuring a seamless tele-consultation experience. Polyclinic staff have been trained to provide online medical advice, further enhancing the quality of care.

Major General Manoj Natarajan, Managing Director of the Central Organisation Ex-Servicemen Contributory Health Scheme, witnessed the inaugural pilot testing at the Imphal ECHS Polyclinic. The E-SeHAT initiative, developed in collaboration with C-DAC Mohali, features software integrated with the ECHS database, including modules for medical records and e-prescriptions. This integration facilitates seamless healthcare services, including future enhancements such as pre-consultation vital checks, home delivery of medicines, and referrals to empaneled hospitals by Medical Officers.

Dr. Niten Chandra, Secretary, of the Department of Ex-Servicemen Welfare, emphasized the project’s alignment with the government’s Digital India vision, aiming to revolutionize healthcare delivery for veterans. The E-SeHAT service ensures timely and quality medical care, providing a safe and structured platform for clinical consultations from the comfort of beneficiaries’ homes. The pan-India rollout of this initiative is planned for November 2024, following the successful completion of the pilot phase.
This pioneering effort underscores the commitment of the Department of Ex-Servicemen Welfare and the Indian Army to enhancing healthcare accessibility and quality for veterans, leveraging technology to overcome geographical and logistical barriers. The E-SeHAT Tele-consultancy is set to transform the healthcare experience for ex-servicemen and their families, offering a model for future digital healthcare initiatives.
