India has achieved a significant milestone by being elected as the Vice-Chair of the Supply Chain Council under the Indo-Pacific Economic Framework for Prosperity (IPEF). This development comes as India and 13 other IPEF partner countries work together to strengthen supply chain resilience in the Indo-Pacific region. The newly established Supply Chain Council, along with the Crisis Response Network and Labor Rights Advisory Board, are pivotal components of the IPEF Agreement on Supply Chain Resilience, which aims to foster cooperation among member nations.

The IPEF Supply Chain Resilience Agreement, ratified in February 2024, aims to create robust and integrated supply chains that enhance economic development across the Indo-Pacific. The agreement’s inaugural virtual meetings have set the stage for targeted, action-oriented initiatives to bolster supply chains critical to national security, public health, and economic prosperity.

Union Minister of Commerce and Industry, Piyush Goyal, signed the historic agreement alongside ministers from other IPEF countries in November 2023. India’s participation is seen as crucial, given its extensive production capacities in key sectors, providing diversification opportunities for global supply chains. Secretary of Commerce, Sunil Barthwal, reiterated India’s commitment to becoming a major player in the global supply chain during the IPEF Ministerial meeting in June 2024. He emphasized India’s advantages, including skilled manpower, natural resources, and supportive policies.

The newly formed Supply Chain Council, chaired by the USA with India as Vice-Chair, will focus on enhancing supply chain resilience and competitiveness. The Crisis Response Network, led by the Republic of Korea with Japan as Vice-Chair, will coordinate emergency responses to supply chain disruptions. The Labor Rights Advisory Board, chaired by the USA with Fiji as Vice-Chair, aims to improve labor rights and workforce development within regional supply chains.

India’s delegation highlighted the importance of a resilient supply chain network, particularly in sectors vital to national security, public health, and economic well-being. Discussions also focused on the need for collaboration in skill development and digitalization, essential for building a resilient supply chain ecosystem.

The first in-person meetings for these bodies will take place in Washington, D.C., in September 2024, coinciding with a Supply Chain Summit. These meetings will further refine work priorities and strategies for the region’s supply chain resilience.
