In a bid to motivate talented specialist doctors to join the National Health Mission (NHM) in the State, the Madhya Pradesh Government has come up with novel way of asking them to propose their salary.

This concept of proposing own salary can be called new for the public sector. Usually, the pays, allowances and grades are fixed and pre-decided in the Government jobs, unlike private sector where one gets to decide his pay on the basis of not only experience but also expertise in the field and many other factors, says S Viswanathan, Mission Director, National Health Mission Madhya Pradesh

The Department of Public Health and Family Welfare of the State Government has issued an advertisement inviting proposals from specialists doctors at their desired fees for operationalisation of First Referral Unit (FRUs) or Comprehensive Emergency Obstetric and Neonatal Care Centre (CEmONC).

The proposal is for doctors with specialisation in Gynaecology, Pediatrics, Radiology and Anaesthesiology. They can submit their proposals online between January 8 and January 31.

According to the financial proposal, 148 health facilities have been designated as Comprehensive Emergency Obstetric and Neonatal Care Centres (CEmONC), which are essential for reducing maternal and neonatal mortality in the state.

By hiring specialists (Gynaecologist, Paediatrician, Radiologist and Anaesthetist), these health facilities will be operationalised for providing round the clock services, the proposal said.

Specialists and PGMOs (Regular or Bonded), Emergency Obstetric Care (EmOC) and Life Saving Anaesthesia Skills (LSAS) trained Medical Officers, working under Department of Public Health & Family Welfare, Madhya Pradesh are eligible to send their proposals, it said.

Also, specialists working on contractual basis under National Health Mission, Madhya Pradesh or in private sector are eligible to send their proposals, it said.

Gynaecologists, Anaesthetists and paediatricians can send their proposals for services in 39 health facilities including district hospitals, while Radiologist can send proposals for 36 health facilities.

Specialists (Gynaecologist, Paediatrician, Radiologist and Anaesthetist), Emergency Obstetric Care & Life Saving Anaesthesia Skills trained doctors, specialists working under NHM and on Bond already working in the facility may participate in the process for the same facility in which they are posted or other identified facilities, the proposal said.

Also, doctors can also apply by forming a team i.e. gynaecologist, anaesthetist (or) gynaecologist/anaesthetist/paediatrician, it said, adding specialists can quote his/her desired fee for a maximum of five facilities.

Spouse (medical doctor) of specialist will be considered for the post of Medical Officer at the same facility also, the proposal added.
