The state government has made it mandatory for all private hospitals to provide free treatment in case of emergency for the first 24 hours. This benefit is part of the Assam Public Health Bill, 2010, passed by the state assembly, a watershed legislation in the country. This guarantees the right to healthcare without a patient having to look for a government hospital in case of an emergency just because of financial constraints. The idea of the bill is to ensure quality healthcare facilities and make it easy for people. The bill has come because of the persisting inequities and denials in the matter of healthcare in the state. People are afraid of taking patients to private nursing home in the case of an emergency because of financial reasons. The bill is a revolutionary step towards better healthcare in Assam. According to the Director, All India Institute of Medical Sciences, the idea of free treatment for the first 24 hours is a very bold step. The legislation also makes it mandatory for all new development projects in the state to pass a Health Impact Assessment (HIA) test.
